Did France plot to kidnap cleric Abu Hamza?

That's what a recent book claims. From The Times, a lengthy article:

Exasperated by Britain’s failure to silence the Islamic preacher of hate, France considered drastic measures to protect itself from a terror attack, suggests The Suicide Factory[.]

“Perhaps we could snatch him off the street, kidnap him, take him to Paris and deal with him properly there.” [....]
When it comes to its security, France--the cradle of human rights--doesn't fool around. Will we hear the chorus of righteousness raise its voice against France as it does against similar American acts?
